EIS Digitalisation Roadmap Grant: Up to €35,000 for Advice and Development

Estonian companies can get up to €35,000 from EIS for advice and development tied to their digitalisation roadmap: 50% in Harju County and Tartu, 70% elsewhere. Who qualifies and how it works.

A digitalisation roadmap shows a company where its bottlenecks are and what to fix first. Doing the work is the next step, and it costs money. In Estonia, EIS, the Estonian Business and Innovation Agency, runs a grant that pays part of it.

This article covers what the grant is, who qualifies, what it pays for, the steps, and the mistakes that rule companies out. The figures come from the EIS service page, linked at the end. The grant was open when we checked it on 24 October 2026.

    What the grant is

The grant pays for advisory services and development work linked to your company's digitalisation roadmap. It is up to €35,000. EIS covers 50% of the cost for companies registered in Harju County or the City of Tartu, and 70% for companies registered elsewhere in Estonia.

So the rate depends on where your company is registered. A company in Tallinn, which is in Harju County, gets 50%. A company in Pärnu or Narva, for example, gets 70%.

    Who qualifies

Check each point before you plan anything else:

    • An Estonian company. Companies of all sizes can apply.
    • Average sales revenue of at least €200,000 over the last two financial years.
    • A field of activity that is not excluded. Some sectors are excluded, among them legal, accounting and management consultancy. The full list is on the EIS page.
    • Room under the de minimis limit. De minimis aid must not exceed €300,000.
    • A digitalisation roadmap. The work has to address bottlenecks or opportunities the roadmap identifies. If you do not have one yet, ask EIS which route fits before you plan further.

What it pays for, and what it doesn't

According to EIS, the grant covers two kinds of work:

    • Advice on digitalisation, automation and cybersecurity that addresses the bottlenecks or opportunities in your roadmap.
    • Development of the digitalisation, automation and cybersecurity solutions the roadmap plans, aimed at putting them in place.

The service can be bought from an outside provider, and progress and results have to be documented in writing. Work with no link to the roadmap does not fit the grant, and a company in an excluded sector cannot use it, however good the project.

    The steps

    1. Check the conditions. Sales revenue, field of activity, de minimis room and your roadmap.
    2. Pick the work from the roadmap. Choose the bottlenecks to tackle and describe the advice and development each one needs.
    3. Agree the scope with your provider. What will be done, by whom, and what it costs.
    4. Apply in E-toetus. The application is filed in the EIS E-toetus environment, and only in Estonian.
    5. Wait for the decision. EIS reviews the application and decides.
    6. Do the work and document it. Keep a written record of progress and results.

    Mistakes that rule companies out

    • Checking turnover too late. The €200,000 average covers the last two financial years. Below it, the company cannot apply, however good the plan.
    • Overlooking the sector list. Legal, accounting and management consultancy are among the excluded fields. Check your main field of activity against the EIS list first.
    • Work with no link to the roadmap. The grant pays for advice and development that address what your roadmap identifies.
    • Preparing the application in English. The grant can only be applied for in Estonian.
    • Budgeting with the wrong rate. It is 50% in Harju County and the City of Tartu and 70% elsewhere in Estonia, so your own share depends on where the company is registered.

    How we help

We help with the work the grant pays for: advice on where AI and automation fit in your processes, and building and putting in place the solutions your roadmap plans. Before that, we check the conditions with you, so you do not spend time on an application your company cannot make.

EIS decides on every application, so we never promise a grant.
